Partying in caves

According to Image Halong Cruise Company, visitors who book places on their high-class boats can order to hold party in Trong, Tien and Soi Kim caves. 

However, they have to book several weeks in advance because the company has to prepare and transport large amounts of equipment, food and employees to the caves.

Parties have been held in the caves for several years. Since then, many companies have opened their own services because of increasing demand and good profits. 

It is also widely advertised on internet, especially on the Foody.vn website.

Tourist groups of over 10 people can party in caves with the price of VND3m (USD136) a head. Smaller groups have to pay from VND4m to VND5m.

However, Le Chinh, former deputy head of Management Board of Quang Ninh's Historical Sites, said holding parties in caves was unreasonable because it could pollute the environment.

Vu Van Hung, director of Halong Fishing Village Co-operative said, "Halong is a heritage site so we must preserve it. We can't ignore the risks just for profits. I’ve lived here for 50 years and I really don't approve of this cave partying. There are many ways to develop sustainable tourism, why do they choose this?"

Ho Quang Huy, vice chairman of Halong City, said they had asked Halong Bay Management Board to review the situation and propose solutions.

According to Decision 1139 of Quang Ninh People's Committee last year about preserving Halong Bay with view toward 2020, catering service, events and celebration parties are banned from caves in the bay, especially Trong and Dong Tien caves.

Desperate search underway in Sapa for British tourist

A British family is offering a reward to anyone who can help them find a 23-year-old man who went missing on June 2 while visiting Fansipan Mountain.

Aiden Webb - the missing tourist.

Aiden Webb, 23, was last seen three days ago in the vicinity of Hoang Lien National Park.

On June 5, his aunt, Lisa Shaw Webb, issued a plea for help regarding Aiden’s disappearance on her Facebook page along with a photo and plea for help.

The Eastern Daily Press (EDP) reported he was supposed to have hiked to meetup with a friend at the base of the mountain but failed to show up.

His father, Trever Webb, and uncle, David Webb, have also frantically been searching for the former City of Norwich School student and hired a helicopter on June 5 to search the area where he vanished, said the EDP.

I just want to find my son, his father said. I need help. I need help in getting him back to London. I need help, I need help.

The Sapa District People's Committee in coordination with Hoang Lien National Park, have mobilized an all-out search effort to assist finding the young man.

Anyone who believes they may have seen Aiden is urged to contact the Sapa District People’s Committee or any law enforcement immediately.

Lam Dong issues temporary rule on adventure tourism

Lam Dong Province has issued a temporary regulation governing adventure tourism activities, according to the Central Highlands province’s Department of Culture, Sports and Tourism.

Under this regulation, adventure tour operators must have international travel licenses and their adventure travel programs are approved by authorities. 

In addition, they must have necessary facilities and equipment, instructors with adventure tourism training certificates and rescuers on standby in dangerous areas.

Tour companies must provide sufficient information about adventure travel programs for visitors, warn them of potential dangers associated with these tours and purchase travel insurance for guests.

Organizers must also request travelers to provide personal information and sign physical fitness declarations at the start of the tour.

Guests must be provided with essential skills and fully equipped and must adhere to the guidance and supervision of instructors during a program. 

They would be responsible for any accidents if they provide false information about ages and health conditions or disregard the instructions given.

Those with a history of cardiovascular disease, hypertension and other diseases would be banned from adventure activities.

Hoang Ngoc Huy, director of the department, said adventure travel has been developing rapidly in the province while the Tourism Law has no clear definition of such type of travel and no relevant regulations.

In late February, two accidents occurred in Lam Dong with one at the Datanla waterfall in Dalat City and one at Bay Tang waterfall in Duc Trong District, killing a total of four foreign tourists.

The accidents exposed many problems with Lam Dong’s adventure tourism management as many tour organizers had not done enough to ensure safety for tourists and have not even bought insurance for travelers.

Corporation Chairman Tran Tien Hung said the race track had been approved by the Prime Minister and received an investment licence from the Ministry of Planning and Investment back in 1999 to pilot the idea.

The track was originally going to be located in Thanh Tri District, but there was insufficient land available to accommodate the facilities, so the Ha Noi People's Committee agreed for the project to be moved to Soc Son District.

Director of the Hanoi Tourist Corporation Pham Duc Hung also noted that the land at the original site was unsuitable for cultivating grass.

"While our partner wants to speed up the project, it is stuck now because Viet Nam has not formally legalised betting on horses," he said.

The corporation has urged the municipal People's Committee and the Government to green-light the project and facilitate the completion of investment procedures.

Director of the city's Planning and Investment Department, Ngo Van Quy, said that a decree covering betting on horse racing, dog racing and international football was being drafted and considered.

He suggested the corporation develop other facilities excluding horseracing on the approved project area.

Last August, members of the National Assembly Standing Committee discussed the draft decree regarding betting on horse racing, dog racing and international football.

According to a draft proposed by the Finance Ministry, there must be a minimum age of 18 years old and a maximum stake of VND1 million per day for betting.

The draft decree applies to all domestic and foreign individuals and organisations who participate in gambling within the country.

However, lawmakers are cautious about formally legalising betting due to its sensitive nature.

Since 1998, Viet Nam has allowed four companies to hold horse and dog racing, but limited the events to small-scale betting, according to the Finance Ministry.

The country lacked a legal framework to regulate these activities, while 135 countries and territories worldwide had already legalised them.

According to statistics from the Public Security Ministry, more than 1,250 cases of illegal betting were reported between 2000-09 with stakes of up to $1 million.
